I feel Paul wants to be available for the great number of people who still have a big need for Community= ordinary people. This could be too many people for 1 person so to stop out of touchness by delegating to more leaders with the same good quality.

But if the Institution was an "accepted" Institution in our Society, it was/is easier to get/attract the People back in, again. PLUS the "participants" were initially far more numerous in those "accepted" institutions, than these "off the pathway" institutions, where the "customers" are not the General public.
