   Marilyn - I don't think that necessarily indicates lack of political will. Read Sheldon Wolin on political apathy - It has been intentionally developed in the citizenry. I believe youth vote at lower rates because they feel the system has failed them. Same thing goes for distrust of democracy. Political engagement extends far beyond merely voting. Now, angrily tweeting - as much of my generation does - doesn't solve the problem either, but it seems to me a natural reaction to the lived experience of younger people.
