I live in central Wisconsin. I want to help my county (70K pop.) become a learning community, so that each person, any age, is known as both a learner and a teacher. Do you know of towns or cities applying your ideas? What do you recommend to create learning networks among the general population, in addition to our formal institutions (schools)?
Are you familiar with UNESCO's "Learning Cities," or six key indicators of a city's literacy (annual study by Dr. John W. Miller, Central Connecticut State University)?

We taught every student in the school. Never had to have a ‘police’ officer on campus even though it had the biggest Gang in the San Fernando Valley until it was mandated in every school in Los Angeles! Character education brings more peace! One unit was, Create a new game, you have this space and this choice of equipment (different sizes and shapes of balls and scarves, and… They’ve already learned Cooperative games. It is pretty well rehearsed in the circles I’ve been in- that that phrase works to rally people- . No one suffering has been the campaign for Unicef and ending of poverty, homes. I would just ask if this sounds true- and if it is- people truly being sovereign is the way out of dependence to any organization. We are able to self organize, if we have our primal needs met.
