The pathway to peace in Ukraine emerges from the reality on the ground and the intertwined history of Ukraine and Russia:

  • The key is an immediate ceasefire and Summit of all parties to focus on settling the boundaries and beginning discussions to establish a greater union of Ukraine, EU/NATO and Russia.
  • Russia should keep Crimea and the land bridge with Russia.
  • Ukraine should be sovereign and neutral with its own access to the Black Sea through Odessa.
  • Ukraine and the Russian territories should form a “special status” economic and security union and be completely demilitarized.
  • The US and NATO must recognize Ukrainian neutrality and Russia’s right to Crimea.

Imagine Ukraine as its own “special state" joined with the Russian territories in a demilitatized union to form an integrated “Larger Ukraine” in the sacred heart of Europe. Ukraine means "borderland." It is a place where diverse nations, empires, peoples and cultures have interacted since time immemorial. The peace so desperately needed can be born of this heritage. Ukraine could become a crossroads for enhanced cooperation between east and west. This would be an honorable way to end this conflict, commemorate the final borders of Europe and model the possibility of a world beyond war.

This is not impossible. At the end of WWII, the French diplomat Jean Monnet proposed a union between Germany and France and the other combatants of the war. This led to the European Coal and Steel Community which evolved into the European Union. We are in another “Jean Monnet moment” and should seize the crisis of the war as an opportunity to fashion a peace in the spirit of Gorbachev’s proposals that will unite both Russia and Ukraine and also Russia and Europe into a single economic and security zone. If Germany and France could do it after two World Wars, Russia and Ukraine and Russia and the US/EU/NATO can do it out of the ashes of this war in Ukraine.
