US transferred $13.3 Billion (equivalent to $173 Billion in 2023) It was replacing an earlier proposal Morgenthau Plan. The Marshall Plan was largely replace by the Mutual Security Act. Goals of US were to rebuild war-torn regions, remove trade barriers, modernize industry, improve European prosperity and prevent the spread of communism. The Marshall Plan proposed the reduction of interstate barriers and the economic integration of the European Continent while also encouraging an increase in productivity as well as the adoption of modern business procedures

The Marshall Plan has become US Aid. The US needed something to Keep its Industry machine rolling after the war. The Industry that had been built up for the war and was left hanging when the demands of the war machine disappered.
